Dear Mr. Brown:
Advisory Neighborhood Commission 3D held its regularly scheduled monthly
meeting on October 1, 2003, at Sibley Memorial Hospital's Ernst
Auditorium. Proper notice of this meeting was given in the Northwest
Current newspaper, on our website and by postings throughout the
neighborhoods. A quorum (4) was present at all times. One of the items
on the agenda was the consideration of three unzoned parking spaces on the
northeast corner of the 5300 block of Dana Place, NW. Mr. and Mrs. Jaf
Ford, the residents of the 5300 block of Dana Place, were also present and
spoke at the meeting.
The three unzoned parking spaces were once the loading zone for Listrani's
Restaurant. In 1994 the ANC, with the support of Richard Listrani,
requested that "the loading zone be replaced by an unzoned public parking
space contiguous to the other unzoned public parking spaces in the 5300
block of Dana Place, NW." At some later date Dana Place was zoned for 2
hour Residential Permit Parking (RPP) but the three spaces in question are
without the proper RPP designation existing on the remainder of the
entire 5300 block of Dana Place, NW.
Mr. Ford informed the Commission that he needs these unzoned spaces for
his tenant from New Jersey and his employee from Maryland as well as
clients or contractors who may be at his place of business, thus depriving
clients of other commercial establishments in the area the use of the
parking spaces. When his tenant and employee are not parked in the three
unzoned spaces, Mr. and Mrs. Ford park their personal cars there although
their mixed use –residential and commercial– building has a two-car garage
ae and their cars are permitted for Zone 3 RPP.
Several owners of businesses on MacArthur Boulevard circulated a petition
requesting relief from the parking scarcity for their clients. The owner
of the building where Listrani's is located cited that he is unable to
park near his own building as a result of the hold the Fords have placed
on these public parking spaces.
Advisory Neighborhood Commission 3D, after weighing the presentation by
the single-member district commissioner for ANC 3D-05 and Mr. Jaf Ford
voted 6-0-0 to support a motion that the three unzoned parking spaces be
brought into compliance with the remainder of the RPP zoned parking spaces
on Dana Place and designated with 2 hour RPP signs. Further, Advisory
Neighborhood Commission 3D respectfully requests that the appropriate
parking signs be posted as soon as possible.
