Defer 1.8 acre Land Transfer for Mayoral Residence

The following Resolution was approved by ANC3D by a vote of 6-1 at its meeting on September 3, 2003:

"ANC3D supports the location of a mayor's residence on the so-called Casey Estate but has serious reservations about the need to transfer 1.8 acres of U.S. Parkland to the jurisdiction of the District of Columbia to be used for the mayor's residence.

ANC3D starts from the premise that national park land as a matter of historic principle should not be removed from public use unless there is a demonstrated, imperative national need for such a transfer.

In this particular case, no persuasive public explanation has been offered on why security dictates the transfer of the parkland, why the gate house cannot be located within the existing Casey estate, why it is necessary to erect an eight-foot fence around the 1.8 acres thus excluding the public from use of park land.

Given the frequent traffic congestion on Foxhall Road, ANC3D accepts the need for a second exit from the proposed mayor's residence, but it believes that such a road can be built without the expropriation of 1.8 acres of park land and urges consideration of alternative plans for the secondary access road.

ANC3D, therefore, urges the National Capital Planning Commission to defer a decision on the transfer of the national park land until a persuasive case can be made that the transfer is imperative for the security and protection of the District Mayor."
